Anaptyx Launches CivicConnect™, a Dedicated Municipal Connectivity Team Supporting Communities Navigating BEAD

MYRTLE BEACH, S.C. — September 15, 2026 — Anaptyx, a managed service provider serving government, municipal, HOA, and commercial clients since 2007, has announced the launch of Anaptyx CivicConnect™, a dedicated municipal connectivity team established to assist cities, towns, counties, and regional authorities working through opportunities associated with the federal Broadband Equity, Access, and Deployment (BEAD) Program.

CivicConnect™ was established around the idea that receiving funding or new broadband infrastructure represents only one stage in creating reliable community connectivity. Fiber infrastructure alone does not automatically translate into accessible and well-managed public Wi-Fi at libraries, transit locations, community centers, housing authority properties, municipal facilities, or downtown districts.

Turning that infrastructure into a functioning public network requires planning, network design, procurement, deployment coordination, ongoing technical support, security, monitoring, and maintenance. CivicConnect brings those responsibilities together through a dedicated team focused on municipal connectivity.

The initiative was created by Kenneth Carnesi, Sr., Anaptyx COO and Director of Government Sales and author of BEAD: Unlocking the Future, which was named Best Broadband Policy and Strategy Book in the United States by TodayUS magazine.

Supporting Communities Beyond Broadband Construction

Established through the Infrastructure Investment and Jobs Act of 2021, the BEAD Program provides $42.5 billion for expanding access to high-speed internet, particularly in unserved and underserved areas.

The program is administered through individual states, creating an environment in which requirements, evaluation methods, procurement processes, and documentation expectations may differ depending on jurisdiction.

For municipalities, navigating those differences can add complexity to an already significant infrastructure undertaking. In addition to state-level requirements, projects may also need to address applicable federal requirements involving domestic sourcing, labor, accessibility, and supply-chain considerations.

Understanding how these responsibilities fit together can be an important part of preparing for a successful project.

“The biggest challenge may be understanding how the money actually moves,” Carnesi said. “Once a municipality sees the path clearly — federal to state, state to community, community to the partners who actually build and run the thing — the decisions in front of them get much more manageable. Confusion is what causes towns to miss windows. Preparation is what gets them through.”

CivicConnect is designed to support municipalities as planning moves from funding and preparation into deployment and ongoing network operations. Depending on the needs of a community, that involvement can begin during early planning and continue after construction is completed.

What Anaptyx CivicConnect™ Provides

CivicConnect's municipal connectivity services are centered on four primary areas: public Wi-Fi management, response development, deployment coordination, and ongoing network operations.

BEAD-related public Wi-Fi management solutions. CivicConnect designs and manages public-facing wireless networks that can operate alongside BEAD-supported broadband infrastructure. Potential environments include downtown and main-street districts, parks and recreational facilities, libraries, community centers, transit locations, municipal buildings, public housing communities, and other digital-access initiatives.

Network planning can incorporate coverage and capacity requirements, authentication, access policies, guest experience, and reporting capabilities based on the needs of each municipality and project.

Response development. CivicConnect assists municipalities and project partners with technical and operational documentation associated with BEAD-related opportunities. This can include technical narratives, network architecture, coverage planning, bills of materials, service-level commitments, operations and maintenance planning, compliance documentation, and long-term sustainability considerations.

Rather than relying on a single nationwide approach, the team works according to the applicable requirements and evaluation framework established for each project.

Deployment coordination. Municipal connectivity projects can involve numerous stakeholders, including broadband offices, construction contractors, utilities, permitting and right-of-way departments, municipal IT teams, public works personnel, equipment suppliers, and local officials.

CivicConnect helps coordinate those moving pieces by aligning network installations with construction schedules, organizing site surveys and equipment staging, managing equipment timing, supporting applicable sourcing requirements, testing sites during activation, and maintaining project documentation as deployment progresses.

Ongoing public network operations. Long-term network management builds on Anaptyx's experience operating managed networks. CivicConnect services can include 24/7 monitoring, cybersecurity support, tiered technical assistance, capacity and performance management, service-level oversight, firmware and lifecycle management, utilization reporting, maintenance, and field services.

“The goal is to turn confusion into preparation,” Carnesi said. “That is true for a small IT vendor deciding whether BEAD is worth pursuing, and it is equally true for a town manager who has been told there is funding available and has no idea what the first phone call is supposed to be.”

Preparing Before an RFP Is Released

Carnesi encourages municipalities and participating vendors to begin planning before formal opportunities become available. Registrations, compliance reviews, procurement preparation, and partnership arrangements can require significant lead time.

For municipalities, early planning can also help identify priority locations, public-access requirements, anticipated operating expenses, technical support expectations, and long-term responsibilities before an RFP is issued or an allocation decision is finalized.

“BEAD does not have to be viewed solely as a construction opportunity,” Carnesi said. “For a community, it is the start of a long-term technology relationship. The towns that treat it that way from the beginning are the ones that get lasting value out of it.”
